the new forum for Consultants?

Did this come and go and I missed it?  I had a question that seemed right 
for that forum but not this one and remembered the decision had been made 
to have the forum.

The question had to do with finding and reselling small application 
modules.  I have a client with a need for a new payroll application. 
Writing a new one doesn't make sense nor does upgrading his current 
system. 

By the way, just as a point of interest, he is impressed with his existing 
payroll because it has run without modification since 1984.  That is 15 
years.  Frankly I am impressed too.  I've looked at the code and damn, the 
code is clean and nice.
