Check your sysval QMAXSIGN.  It must be greater than 3 and less than *NOMAX.
This is a bug that IBM has discovered which disables your profile for
netserver everytime you try to access it.  After you change the sysval, you
must stop and restart Netserver.  It will be fixed in V4R5.  Hope this
helps.
