I'd think you probably also mean that the program has to work like the client asked, and not just "work without breaking"? I was irritated today working on a green screen program. The data is easily presented on a 132 column screen but at 80 columns too much detail is lost. Now, the green screen doesn't have a slide bar, it has FOLD. FOLD may be wonderful for some, but I classify it as a BUG. Yes, it works as advertised. Is it useful to a user? Probably not. The solution for the original problem was inadequate but meets your guidelines.
