Well - to be serious: I think you've got it correct. A little more: 
On your S10: First of all check, that you are at latest CUM. If so I would not 
expect serious problems with *OS/400*. Given the time left (but not knowing the 
status of your application software) it might be worth to spend most effort on 
the applications - forgetting all about testing OS/400. You might consider (if 
there are many application problems) to convert the application automatically. 
In a program such as the BYPASS2000 that I use this should be possibly to do 
95% within the time limit, but only if the object/source/installation is in a 
good known condition (otherwise it would create more problems than it solves).

On your E50: Yes - unless you have a good knowledge of 'known Y2K-problems' 
with V3R1 (I don't), you should upgrade to V3R2. From that point all what I say 
about your S10 (CUM PTF's, application etc.) also applies to the E50.
