Restricted state

The Retrieve System Status (QWCRSSTS) API format SSTS0200 at decimal
offset 30 returns the Restricted state flag (0 - not restricted state,
1 - system is in restricted state).  The API can be found in the
Work Management APIs chapter of the System API Reference.
