You could avoid save lock-conflicts by lowering the lock-level once you've 
obtained the exclusive lock:

               MsgDta( 'Program already running. Please wait ') +

    AlcObj     Obj(( &Lib/&Pgm *PGM *SHRRD ))         +    
               Wait( 0 )                                   
    DlcObj     Obj(( &Lib/&Pgm *PGM *EXCL ))               
    Call       &Lib/&Pgm                                   
    DlcObj     Obj(( &Lib/&Pgm *PGM *SHRRD ))              

The *SHRRD lock will allow the save to complete but prevent an *EXCL lock from 
being put on the program.
