I've seen it.

The contractor who is on the spot to solve a crises, a regular hero, yet
never manages to solve the cause.  They milk it for years.

When I've been called in, they are gone within 30 days. Hit the road
Jack. Don'tja come back no more, no more, no more, hit the road Jack,
and don'tja come back no more! <g>

It's sort of like the pharmaceuticals that put forth products that are
symptom treatments yet never address the illness.  There's too much
money being made in research to ever bother finding a cure. :(
