A user needs data ADD authority to a library object in order to place new 
objects in
it.

If your users don't normally create new objects in their production library(s), 
you
can prevent them from putting query output there by making sure that they don't 
have
data add rights to any library but the query output library.

This won't protect you from having your users add data to production files in 
those
production libraries, but I'm working on that.....
