I have not had good experience with the IBM firewall.  We always use the
CISCO PIX firewall.  It will do what you want, albeit at a much higher
initial cost.  Implementation costs will then balance out between the IBM
and CISCO firewall.  (IBM is much tougher to implement mainly due to IBM
lack of support and support line policies)
