The problems of surfing on the job are real - the biggest problem being porn, second biggest being warez. There seems to be a process people go through when first exposed to the web. Attempts to modify behavior just don't work. The idea that people can visit with their family members thousands of miles away for "free" is very strong. In our experience though, most people go through the rite of passage fairly quickly. Abusers seem to rank at about the same level as the rate of solitaire players and newspaper readers.
