Jerry,

  Close.  You need a license for each concurrent user on each AS/400.  So if one
user accesss three systems at the same time then you are essentially correct.  
If
you access them sequentially then you only 'use' a license on the system that 
you
are connected to at that time.  Basically we see it to work out pretty close to
the figure you site.  Of course you can connect to one system with CA and then
use Passthrough or Telnet from that one to the others at no additional cost and
we see that done also.  Problem here is that if your primary system is down you
are toast.  Also there is additional load on that system as well as minor delay
caused by the additional hop.
