On the surface, this sounds like a port problem with your AS/400.  
The ports you opened on your Firewall are not necessarily the 
ports required for Client Access to function.

VPN requires a virtual network of it is own and it calls between 
each private network.  So getting a Winsock error is just a failed 
connection.  Since you can see (ping) your entire Network 
(Both ends?), that lead me to believe it is not a router issue.

We are also trying to set up a VPN.  We first tried behind the 
firewall and the Firewall was causing to many problems.  So based 
on Microsoft's recommendation, we are now trying it in front of the 
firewall.
