Free? Nope. But if you are serious about building a translator, join
DISA. See there web site at disa.org and look for the standards on
diskette. Last I saw, the diskettes were $3000 for non-members and $1000
for members. The books vary from $100 to about $400 each. I highly
recommend you get the book AND a set of the diskettes. The diskettes
will save you a lot of time and the book will explain all of the
difficulties. Joining DISA is usually based on your company size or
gross and can (sometimes) save you some money on the standards.

And no, I am not a member, but one of my clients is, and we are
converting them to handle the 4010 formats in addition to 3060 and 3070
as they currently handle all standards from 3042 down. Note also that
the government agencies have not yet changed to 4010. What a kick in the
pants, huh?
