Not loco, you are correct, the portions of CA/400 you noted are a FREE part
of OS/400.  No Charge.  (For V4R3? and above you can use NetServer for
shared folders.)  We recently solved the same problem you noted by
installing the base comm package as follows:

Client Access, ODBC Installation and Setup  on a Win95/NT Client/AS400

CA/400 Installation:

1. Start Microsoft Windows 95.
2. Select Run from the START menu.
3. Type ...\CA400\IMAGE\SETUP.EXE.  Select the option for a MINIMUM
installation. Follow the prompts to complete the installation.  (Do not
install the desktop icon; unclick “view readme”).
4. Reboot the PC.
5. This PC will now have base CA/400 support which includes connection
configuration, shared folder support, and ODBC support.
 
Apply CA/400 Service Pack:
 
1. The latest CA/400 service pack is required for CA/400.
2. Type ...\CA400\SPACK\SETUP.EXE.  Follow the prompts to complete the
installation.  (Get from web and put in ...\SPACK\).
3. Once this is complete you can configure your AS/400 and ODBC
connections. Access AS/400 connections from the Client Access folder and
follow the prompts to create an Environment/Connection to the AS/400.  
4. You can access the ODBC Administrator from the Client Access Folder or
from the Windows 95 control Panel.
