If you are referring to private authorities; the order you list below is
about right.  A RSTUSRPRF is required because private authorities are saved
with the user profile.  I believe the order is:
*  restore user profile(s)  (RSTUSRPRF  -  from a current SAVSYS or
SAVSECDTA save file or tape)
*  restore the data (RSTLIB or RSTOBJ)
*  restore authority (RSTAUT - does not actually do a "restore", this remaps
the private authorities in the profiles to the objects found on the system)

Assuming the objects owners on the target box, the ownership should come
across though upon RSTLIB or RSTOBJ.
