I had an instance of this last week. Come to find out that if you specify for CA to use a specific workstation ID when configuriing a session, and that workstsion id is unavailable, or did not shut down properly last time, you will get a blank screen. Two workarounds I use, one is to use command line WRKACTJOB option 4 on device in question, (do the option 4 twice, no Idea but it's the only way you can do next step), then vary device off/on. Second method is to reconfigure a new *.ws which will over ride any specific workstation id used before, or if not specified will use first available. just an observation.......
