I don't know why the default is not *ALLDATA.  I made a copy of the
command in our special library at the top of system portion of the
library list and changed the command default.

The parameter does need to exist however.  When I made the above
change, spooled reports sent the mainframe at our corporate
headquarters were unusable.  We had to specify DTAFMT(*RCDDATA) for
those reports to be sent in a usable form.
