Evan, I don't recall where I found the link, but I have a file called telnet42.zip on my hard drive which is an exit program (for V4R2) which may have solved the very same problem. This was an IBM sourced download (I think) when I searched for "telnet exit program" which assigns specific devices, performs source IP address filter and logs usage. It might be worth hunting down.
