I am on V4R2 and found the message in message file QTCPMSGF in library QTCP. 
 As usual, there is not much info.

Message - Operation not authorized
Recovery - See your system administrator or security officer

I've got a customer that is experiencing an odd TCP error.
She's at V4R2 and gets message ID TCP3C8A (from message file
QTCPMSG) on the first try of a AS/400 Client TCP attempt.
Subsequent attempts work fine.

I'd like to help her, but my V4R3 doesn't even have this
message (either in QTCPMSG or QCPFMSG).   Can anyone tell me
if their machine has this message?
