The reason for this is to minimize cost. They always could support going from *ANY release to *ANY release, but their costs would be higher. There are two factors involved here: The first one is file conversions. There are many IBM files in QUSRSYS that get converted on a release upgrade. The second is testing. Anything that the AS/400 brand releases is tested to the hilt. I think that testing three upgrade paths (V3R7 to V4R1, V4R2 and V4R3) is more than reasonable. In the past (before IBM started putting barriers in front of customers to stop them from upgrading), IBM only supported skipping one release, and this was sufficient for most customers. When the barriers went up, IBM started supporting skipping two releases. When the big barrier went up (buying a new system when going from CISC to RISC), they started skipping many many releases. I hear rumors that IBM will withdraw the CISC to RISC upgrade path in the future. This will probably not take, as they come to their senses and realize that this will translate into the LOSEMONEY command. Keep in mind that the System/38 to V4R4 upgrade path still works!
