Creating a user to only FTP.

Can anyone help me setup an outside user that can FTP into the AS400.

1. I need him to 'put' data into a directory that I created, I would like it to 
be
in IFS.
2. I would like to restrict him to just that directory.  So he cannot 'get' or
'put' to anywhere else on our box.
