I had a similar problem and it was eventually tracked down to an authority
issue with one of the library list entries on the job description defined in
my user profile.
Try starting the monitor after signing on to the AS/400 with the QSECOFR
userid and password. That will remove any authority issues. If it works that
way then check out things like *OUTQ's and libraries that are defined to the
user profile you have been signing on with when you use Op Navigator...
