Operations Navigator - Management Central -- MIDRANGE-L

I have a problem with Operations Navigator's Management Central.  I got
it working on one system, and on another one I cant get it to work.
Both systems are on the same release and the same PTF level.

On the one system, every time I call QYPSSTRS to start Operations
Navigators Management Central,  it submits a job via QSYSNOMAX runs for
a few seconds and then ends.  Nothing in the job log.  On the system
that works, the job stays active in the subsystem.

    Any ideas?
