You probably did an automatic upgrade, so it didn't bring in any new LPP unless
you specifically asked.  The Net.Question is a now charge option on V4R3 as 
Bruce
stated.  If you are already on V4R3, Get your upgrade CDs and load them into the
CD, do a GO LICPGM, select option Install License Programs, and select
Net.Question from the list.
