Well I have learned more than I would have liked to about it.  It does use SQL - The reason I was getting the error is because I fat fingered the file name.  But the error I got was a cryptic SQL error.  Once corrected, it worked fine.  There is still a problem with the code page (like I can't find it for ASCII for the CSSID parm.  So what I did is create a template file in ASCII, then use CPYDOC from the template to the new file, then use CPYTOIMPF replacing the file.  Since the file exists, it uses the code page for that file.  A little kludgy but it works.

It's interesting that you received an SQL error on the CPYTOIMPF command.  I guess that means that SQL is the engine behind the command.

Oh shoot me - the command was using QDLDS not QDLS as the IFS folder root.
It worked fine after that.  Thanks for the assist.
