You do not need any special libraries to run compiled C programs on an
AS/400. You won't need QSYSINC, QCLE or anthing else. To my knowledge
this is true for all of the languages on the AS/400.

For development you need the C compiler (duh) and may need the QSYSINC
library for non-ANSI C include files. There's no charge for the QSYSINC
library support, but you may need to load it from your OS/400 product
tapes.
