Another method just came to mind...

You could use the QUSRJOBI API in a program that monitors the amount of
resources a job has used and then take whatever action you would like to
take for that job. 

The QUSRJOBI API retrieves all kinds of information about a job.

Using this API, you could do just about anything you wanted to do...
