The first problem that you have here is that V4R2 and V2R3 do not have
SAV/RST interchange capability.  You can actually write the file records
from one system to another, or there was a TAA Tool (which still exists)
that was designed to transfer data from the AS/400 to System/38 (which also
shared the problem of no SAV/RST interchange capability) called
SAVICHDTA/RSTICHDTA.
