Was your measurement clock time or CPU time?  I would assume that the
estimate is in CPU time.

We have found that the predictive query governor is not very good at
estimating run times for SQL statements.  In fact, it is way off.  For
instance, it estimated that a query would take under 2 seconds to run, but
instead it took several minutes to run.

We are running V4R3.  Any ideas?  Any one else experiencing the same
problem?
