As far as I know, you are limited to 132 characters when using the commands.  
If 
you want to create your own message handling program using APIs, up to 6000 
should be possible.  You would have to decide whether it is worth the time.  To 
do 
this you need to receive the message sent in a program, get the message key of 
the message you want to respond to, and send the reply using QMHSNDM.

Hello, 

SNDMSG is used by our users to send informal messages back & forth.
Is there any way to give them more room to reply to *INQ messages.  We
are on V4R1.  Thanks.
