Sometime back I wrote a FTP unitility program that will transfer the file for AS400 to other systems. After the FTP, I used to verify the number of bytes transferred from the log. I am not able to recollect properly, but I vaguely remember doing some arithmetic calculations with record length, number of fields (recordlength+1 * number of fields) or some similar formula. If this is same as the number of bytes transferred, then the entire file is transmitted in full!! You can do this by testing some sample files. Good luck!!
