Eric,
I don't know if this would cause your error, but I have had
the CEE APIs cause really weird results if the omissible
parameters were not passed as *OMIT. For CEEDOD make
sure that the 7th parameter is either passed or *OMIT is
specified. This is described in the system API reference.

We just upgraded OS to V4R3 on our 510. Today, one of the other
programmers here mentioned that he's gettining irregular returns
from CEEDOD, getting a CPF3C1D when he tries to use the returned
length value. The failures are intermittant, sometimes successful,
sometimes not. Any help is appreciated.
