        Sounds like it is working correctly to me.  As I have understood the
feature you must have a page of
data to use the FRONTOVL/BACKOVL keywords as they are doing just that
Overlaying the data.  An in
a Duplex Front is page 1, back is page 2, front is 3, back is 4 ...........
To force the Overlay the way you want
make page 2 a blank line, then make page 3 your current page 2, and be sure
to force an even number of
pages in the report so the page n is data, and n+1 is always a blank line.

        Or you can use an external PRTF and the overlay DDS keywords at
which point you can "write" the format
for the Back.
