The PTF for disk balancing for V4R2 is ...(drum roll)... SF48479 For V4R1, the PTF is SF48378 Note: There are MF PTF's that are pre-req's for these SF PTF's. The SF basically has the DSKBAL command in them, the MF's have the actual LIC code that runs at IPL that does the disk balancing.
