can anyone help me in the following

1) I want to edit my RPG-400 code in my pc and then upload it to my
AS400 library. What are the steps involved (please give details).

Well, I use TCP connections.  FTP the source to the pc, edit and then FTP back.  The get and put look similar to the following:
get library/file.member filename.rpgle (or whatever)
put filename.rpgle bruce/qrpglesrc.member

2) Is there any free software that I can download for
       a)  For editing code on a pc
       b)  Syntax check for RPG code edited on a pc
       c)  compiler for rpg code in a pc.

Free?!  HA!

I got hold of the LPEX editor years ago by purchasing the C SET ++ for OS/2 product.  This editor is extensible and included in the C SET ++ product (get this) the RPG editing macros along with COBOL and C and C++.  Wasn't free, but for less than $400 I had C, C++ for OS/2 and a great editor for RPG, COBOL and CL.

The CODE product also used the LPEX editor, but some people find that CODE is a bit more money than they want to spend for an editor.  But... you get what you pay for.
