You move this PC file to the AS400 and run CRTPAGSEG to create a page segment object. I only need it to >print on the front. Do you mean that the overlay is printing on the back? Change your OVRPRTF to BACKOVL(*NONE) and see if that helps. If you mean that your program output is printing on the back, make the printer file DUPLEX(*NO) and it'll print on the front only.
