For PTFs to apply at an IPL, the "Key" or display must be in the Normal 
position,
as PTFs only apply at an "Unattended" IPL.  In addition, when the system was
brought down, it must have ended Normally.  If you use the command ENDJOBABN, it
automatically forces the next IPL to be Abnormal, and no PTFs would apply.
