FTP problem

I "PUT" a file from the AS/400 down to the Novell network,
it winds up there, but without the carriage returns.
it has the line feed character though.

How do I get the file there with the proper carriage return
and line feed characters?

I have had this problem before, Don't remember
what causes this, Don't remember what fixed it.
It doesn't appear to be the CCSID.
