Let's see...  I may be wrong, but I seem to remember that internally, the tape
stores the expiration date as a 5 char, YYDDD format where YY is the year and 
DDD
is the ordinal day of the year.  And the winner for *PERM?  You bet.  99999.

Now, any system that thinks the ordinal day of 999 means *PERM should be okay.
Any system foolhardy enough to review only the year could have problems next
year.
