It is a Windows problem. You need to tell Windows to stop autodialing everytime it senses TCP/IP. Close C/A, go into My Computer, Dial up Networking, rename the device that dials out to the internet, restart C/A. A window will pop that states that it can not find the device that it is supposed to dial out to and it will ask if you want it to auto-dial in the future. Disable auto-dial, rename the device to its original name. You should be all set. HTH.
