Jim,

You can use the Copy To Stream File command (CPYTOSTMF). It uses the IFS
style path names (qsys.lib/mylib.lib/myfile.file...). You can also
specify that there is not translation if you want.

If you are looking for a commercial product that can do this and convert
the file to CSV or tab-delimited format take a look at our CrossData/400
product: http://www.patownsend.com
