I have used the CPYFRMSTMF (Copy from Stream file) to do this.  Copy the file 
into a directory in
the IFS from your PC, create the file on the AS/400 with a 60 byte record 
length and then do the
CPYFRMSTMF command.  Be sure to specify ENDLINFMT(*FIXED) and it will do what 
you want.
