Security on Libraries

Does anyone know how to specify libraries that a user can use as fully as
possible without the power of updating files.  Would editing the object
authority be the best?  We have a group profile we want to set this for
where the members of this group can do everything except updating or
changing of files but for certain libraries.  Any help on this would be
appreciated.
