Erm - is that right ? You can remove it whether or not you have the save file, it's just that if you change your mind you can't load it again unless you have the save file. You cannot remove a PTF if the save file is gone. Obviously, you cannot apply it either. Given that the PTFs are permanently applied, there is absolutely no reason to keep the save file around. You can get rid of it by running the DLTPTF command.
