I think because so relatively few people use choice programs, so they
have not seen this limitation and asked for the enhancement.  I have
asked, but I'm kind of a lone voice crying in the wilderness.

It does seem like an obvious feature, and one I'd guess could be
implemented in a trivial amount of time.  And since choice programs
have so little documentation to begin with, it wouldn't even take that
long to translate the added paragraph to all those other languages.

Actually, I'm surprised at how few people create commands, let alone
stuff like the choice programs...
