Rick, I've not had any problems doing this in the past. If you want to see what gets started with QCTL just retrieve the CL source for QSTRUP in library QSYS. If you need to start anything else you can modify this source, compile it somewhere convenient (like QGPL), and then modify the system value QSTRUPPGM to point to your version.
