As QPPGMDMP is a general purpose *PRTF used by the (among others) CL,
RPG, and COBOL language compilers I suspect that a variety of languages
are being used to drive the *PRTF.  In this case I also suspect that
COBOL probably introduced a record format (perhaps to print a full
unformatted line?) that other developers found they could re-use (rather
than creating a different format with the same functional intent).  I
feel very safe in saying that not all current implementations of the
"Dump report writer" are written in COBOL (though that shouldn't make a
bit of difference one way or the other anyway), and do not know for a
fact that any of them are (written in COBOL that is).
