Its really not an un used spool file, its actually a spool file that has been 
deleted, and its member
(where the spool file is stored, in library QSPL, in these funny named files) 
is empty.  This also happens
at IPL.  You want to have a few unused spool files, so that the AS/400 does not 
need to create a member
each time a new spool file is required.  Creating an empty spool file (or 
actually a member) is expensive
from a performance standpoint, so you want to keep a few empty spool members 
for performance, but also not
keep too many as it will result in a waste of DASD.
