We do not want them to be able to delete messages or answer them.  They
need to be able to view them, and programs do need to be able to write to
qsysopr msgq regardless of who is signed on.  If QSYSOPR is signed on in
break mode will this also prevent them from answereing them.  I do not know
if this is an option yet, as our company runs 24 hours a day, however we
only have an operator on duty 1st shift, then someone is on call for any
problems the rest of the day.
