Besides the fact that down-grading OS/400 would be a nightmare, from what I hear anyway, there's a few things I don't understand about your post. First, why not upgrade the production system to V4R2? So the vendor doesn't support V4R3, why does that matter? Upgrade the production system to V4R2 and be happy. Later, when the software vendor supports V4R3, you can upgrade both machines at that time. As for upgrading twice in rapid succession, you could wait a while before upgrading again. You could even wait until the next release and skip a release. We upgraded from V3R7 to V4R2 on both of our machines a couple of weeks ago and we had no problems at all. While we were at it, we also replaced the 530 hardware with 640's. With our HSA software, our end users experienced a grand total of 1 hour and 40 minutes of downtime for the entire project.
